The information on this page is explained in Raye's request for an evidentiary hearing that was filed immediately after her trial. Among the evidence in this request is the allegation that Richard Smothermon was not a legal district attorney for the counties he represents because he didn't actually reside in the counties.
After this information became public, he reportedly built a home that was just over the county line. Witnesses have stated that the dirt road that he moved onto has since become a paved road, reportedly paved on the county's dollars.
